Unfortunately I'm also pretty casual so I'm not the best at making builds…Gems matter more then weapon. Adds (1-10) to (150-200) Lightning Damage to Spells (14-18)% increased Cast Speed (6-8)% reduced Mana Cost of Skills. So it functions the same as Occultist's -20 if you inflict exposure.
